Board Waives Fees for Affordable Housing

Rick Leif, chair of the Planning Board, requested that a series of fees be waived for an affordable housing for senior project in Northborough.

The Northborough Affordable Housing Corporation, which was formed as a nonprofit to create affordable housing in Northborough, has been selected by the Massachusetts Department of Housing and Community Development and the Northborough Housing Authority to develop four affordable senior retnal unites at 1 Centre Drive (the site of the old Senior Center).

The application will be submitted to the ZBA no later than Oct. 25, and the NAHC is working with the planning deparment to complete it. 

"Since the source of funding for the project are CPA funds through a surcharge on property taxes, NAHC would like to maximize use of these funds for the actual architecture, engineering and construction expenses for the project," Leif wrote in a letter address to Town Administrator John Coderre. "Additionally, the last of $52,000 of CPA funding for the project was approved as a contingency with the agreement that any of this funding not needed would be returned to the general CPA fund for use on other projects approved by the town." 

The board voted to waive the fees: $5,300 for the building permit; $100 plumbing permit; $325 electrical permit; $200 fire permit; $200 ZBA application; and $15 for abutter labels.

"It is important to recognize that NAHC is a local nonprofit organization and will not receive any financial benefit from this project," wrote Leif, "and will work with the Housing Authority to make these units available to low or moderate income Northborough seniors."
